Chlorine on its own is "unstable". That means in about 24 hours, all the chlorine in the pool will outgas into the air, leaving none in the pool. Stabilizer (cyanuric acid) stabilizes the chlorine molecules, which keeps the chlorine in the pool, allowing a longer period of time to do its job of killing bacteria.
