There's not a definitive age, but you have to consider many things if you're letting a kid start kiteboarding. The most important is to make sure you get lessons from a certified instructor and have all the size appropriate equipment: a small kite, a bar tuned for smaller arms, a well fitting helmet and life jacket.
If they are too young (in maturity) they could compromise their safety and the safety of others. Kitesurfing can be dangerous and is difficult to learn, bare this in mind and make sure your child is ready, take it slow, make it fun for them.
Some things to think about:
1. Are they a good swimmer and are they already a confident athlete in other sports (Surfing, wakeboarding, bodysurfing, skiing).
2. Do you trust them in making decisions that could affect their safety, and the safety of those around them?
3. Are they responsible enough to help take care of the equipment, it's expensive!
At our kiteboarding school we've taught many children, and our instructors have special training on how to best teach kids this great sport. In very very unique cases children as young as 6 years old have learned and gone on to be amazing athletes. Usually kids start around 8 or 9 years old.
There's not a definitive age, but you have to consider many things if you're letting a kid start. If they are too young they could compromise their safety and the safety of others. Kitesurfing is very dangerous and difficult to learn, bare this in mind. You need quite a big degree of strength to hold on to a powerful kite and keep going for hours. Would you trust them in making decisions that could affect their safety? The equipment is expensive so you dont want to be giving it to an irresponsible person to break. You have to use you're common sense in this one. If you think they can cope with it, then try. In my oppinion though, you should be at least 14 or 15 to start, as if you are younger than that, you will have great problems learning to kitesurf. But whatever you do, make sure you get lessons from a proper instructor.
Hope this helps.

You can use any kite except the kite surfer at Kitty's Kites. But to get the surfing kite, you need to provide some heavier line. Get the $5 bill from the tree at the mansion, and buy a sports drink for the thirsty gardener. Use his shears at Cliff Park to cut loose the hot air balloonist. The nylon rope will let you get the KiteSurfer X-250 and go kite-surfing to the left of the lighthouse.
