The world record for the 1,500 meter freestyle (short course) is 14 minutes, 10.10 seconds set by Grant Hackett of Australia in 2001. 1,500 meters is 120 yards less than one mile. That would put someone swimming a mile at that pace at a time of 15 minutes, 12 seconds. But, remember, that time would be at a world record pace.
A really good swimmer, somebody who wins medals on a swim team in high school or college, ought to be able to swim 5 m.p.h. for shorter distances like a 50 to 100 meters. If they really have to swim a whole mile (about 1600 meters) it would probably take 20 minutes. That's 3 m.p.h. EDITED TO ADD: I just looked at Wikipedia for world-record times for men's freestyle swimming at different distances. It looks like 4.7 mph is the rate for short distance sprints, and based on 1500 meter times, a mile could be done in about 16 minutes.
It is debatable about what an average person is. An average swimmer can swim 2640 yards in about 30-50 minutes. It just depends if they are a swimmer.
