Kinda-sorta, but not really.
Human babies do have what's called a "dive reflex" when they are born, meaning they'll close their mouths and hold their breath if submerged.
They won't really swim - that takes coordination, which they don't have yet - but they'll hold their breath and happily go into a sort of doggy paddle w/o having been taught anything.
Theyaren't able to surface and breathesuccessfully, which I suppose would be required to call it swimming.
