You can just cut a slot at the top where it would usually be if there are for sure two layers to the fabric. Any padding from other swimsuits should fit in, assuming they are the same size.
Take an old swimsuit that you dont want to use anymore and cut it into the shape of the bikini. Cut a small opening in the bikini where the padding should go and put the padding inside, you dont have to sew up the hole but i recommend doing that so your padding doesn't fall out while you are swimming. The Fluid goes inside. Pull out the insert and move aside the stiff layer of padding, underneath that is cotton and you soak that with Liquid lighter fluid.
