It would be OK for him to wear a three-piece suit with a flower in the cravat, but if he's planning to go onto the beach, I would recommend similar swim wear as to that the other gentlemen are wearing. If the person in question has some deformity or ugly tattoo that prevents him from wanting to be seen in public, I would recommend that he wear swim trunks like everybody else, but wear a terry cloth cover-up or a bathrobe over it until he sits down and is not as visible.
