Its better to swim in the deep water but if you have a child its safe to swim in the shallow water.

don't worry about the tap water, yes tap is full of chemicals, but generally not anough to harm a chinchilla. if you are worried about it though you can give your chinchilla bottled water. my chinchillas drink tap all the time and are quite healthy. hope this helps.
