In "The Legend of Zelda: Majora's Mask," fire arrows won't ignite if you're not using them in the right environment or conditions. Make sure you're shooting them at a flammable target, like a wooden object or an enemy that can catch fire. Additionally, ensure that you have the necessary upgrades or items equipped, such as the Fire Arrow itself, to use this ability. If you're in an area where fire can't spread or be applied, like water or certain dungeons, the arrows won't produce flames.
