Added info: However, if you are playing on PC, you can use the console and type the teleport code "coc windhelmpitentrance" and you will find a secret place in Windhelm that has an arena-like combat pit, with spectators! Either it was in development and cancelled, or it may be used for a DLC!
As for NPCs, there are NPCs named "Pit Fan" and also a "Pit Wolf" in the game files!
