If you are a member the new way to get best xp is by soul wars or if you feel like you a good enough player you can try bandits in the desert. If you have 85+ strength and 43+ prayer you can go to ape atol and train on the monkey guards there.
If you are a non-member for lvl 3-10 train on chickens. 11-20 train on lvl 9 guards in desert. lvl 21-45 train on hill jiants. lvl 46-59 train on moss jiants. level 60-99 train on deadly red Spiders (level 50) or Ankous if you're risky enough (level 79).
