The league reports to state organizations and to national organizations and then in some way to FIFA, but players won't be "taking their case up the chain" in an instance like this. The smart coach and the smart player know that what has happened cannot be changed. An appeal might be made in the PaD meeting. It might begin with an admission of guilt, move on to a sincere apology and close with a request that the committee consider not levying any further sanctions on the player. (The idea here being that the punishment of having had him sit out the rest of the game he was sent off from is sufficient.) But it's the coach's call.
