There are several factors one or many must consider when answering this vauge question.

Economics(How much a countries economy can support it's war effors)

Moral(How willing the people of a country are during a war)

Technology(How advanced, and capable is the technology, and what research is taking place to supplement this)

Numeracy(How many?)

Tactics & Strategies(The planning,logistics,command,discipline,order and effective control of a country & it's military)

Support(Does the country have any willing allies, and does the enemy?)

Quality(Is the miltary well trained & equiped, and are their leaders?)

Plus many more of course, but these are the main ones.

From here we can have an acceptable list, many countries are as poweful as each other(E.G China and USA).

1.The United States of America(It has a large capitalist economy, large and well trained & equiped military, but it's social, moral and religious fallbacks as well as wrongly set foreign policy objectives, mean that it's a superpower, but only holding on by a thread).

People's Republic of China(It has a huge population, advanced efficient communist/state-planned economy, social control,a massive military with rapidly advancing technology and newer, better training and doctrine. They are also developing more force projection to assist in their foreign policy objectives)

2.Russian Federation(A sense of nationalism,a large navy and air-force,with a acceptable army, but economic concerns since 1991 means they have lost much limelight)

The Republic of India(A large population, good foreign relations, growing economy, but bad social services and constant exterior threat means that India has to secure itself before accension to super-power status)
