The wins in a game that are made by 3 checks are mate in 3. A player does not win simply by putting the opponent in check a specific number of times.

That entirely depends on the position and whose move it is. If it is your move and you do not have any other pieces that can move, then it is a stalemate and the game is drawn. If you do have other pieces that can move, the game simply keeps going. If it is your opponent's move and he checks you and you cannot block the check, it is checkmate and your opponent wins. If he does not check your king, then the game just goes on.

Actually, it can't. Somebody wins in chess, and if the game stalemates, it is unintentional. Mutually Assured Destruction is a kind of engineered stalemate to protect both parties, and forestall nuclear war, where neither side would win.
Nobody. By definition a stalemate is a tie, and is treated as such in the official scoring (with each side being credited with winning half a game).
