NO!
There is no "best snooker cue", conversely to tennis rack a snooker cue is not just a tool to strike balls with, it is an extension of your arm as described by Dennis Taylor, former snooker player and a veteran snooker commentator. This is why most snooker players prefer not to change their cue's and some use the same cue for 30 years.Stephen Hendry, 7 times World Snooker Championship used through out his career until 2003 a 40 GBP cue which he bought when he was 14 years old. This proves that it is not the cue but it is the cue-er.There are many high quality snooker cue brands but it all comes down to your preference. John Parris is a very famous cue maker and many snooker professionals use his cues. Mike Wooldridge, Accurate, Master cues, O'minand Cuecraft are all high quality well known brands.I would personally advise you to buy a quality snooker cue that does not come with thick polish layers even if it will slightly cost you but taking good care of the cue means it will stick with you for the rest of your life and when improving in the game, you wouldn't feel that the piece of wood you are carrying is cheap and it is time to change it.
After problem with a cue tip during an important match (Graeme Dott), I heard that Ronnie had a chat with John Higgins and got recommended Talisman Cue Tips. As far as I know both John and Ronnie and a number of other pro players use them

Snooker or pool. It is the stick that you use to hit the ball.
The snooker cues have chalk on them, and when they hit the cue ball, some chalk may be left on it. The use of chalk improves the contact between the cue and the cue ball, increasing the friction. That helps to make better shots. The cue ball should be cleaned occasionally, which is what a referee will do during a frame and between frames.
Ronnie O'Sullivan currently uses a John Parris cue. You can view the range of cues Parris Cues offer or customize your own cue on their official website: https://www.parriscues.com/ That may have been true but i know Ronnie has been using a Hunt & Osborne Green Plate cue for about a year now. That pleases me because i have been using Robert Osborne and Will Hunt cues for many years. Their work is second to none. Check them out at http://www.robertosbornecues.com/UK/index.htm
About 1820, Francois Mignaud demonstrated the use of leather cue tips to allow cue ball control. Cues began using leather tips soon afterwards.
It looks like you may be trying to spell pool cue sticks. You use pool cues to play a game of pool, similar to snooker. You do not need the word "sticks" at the end. A pool cue is what it is called.
To help prevent the stick from slipping when it hits the ball. *Added - The chalk increases friction and is very important to be applied to the cue tip for anything other that a perfect center stroke to the cue ball.
Cue the lights, yes
Professional billiards players like to have their own specific cues. Former British professional player Stephen Hendry does not currently use a specific stick as he is retired from his favorite game snooker.
