There is no official time in the rules. However, if a referee decides that a player is deliberately taking time (perhaps to unsettle his opponent) he can warn the offending player for ungentlemanly conduct.

How long does 3 sets of snooker take?

The word "set" is not used in snooker. One game is called a frame. There is no time limit on a frame, but it's quite uncommon for a frame to last more than 90 minutes. Professionals can play an average frame in 15 minutes, amateurs often take just over half an hour. So three frames would last anywhere between 45 minutes and 3 hours.
