Unless the hole is in the upper section of a rail, the cloth must be replaced. There is no repair method that can be performed that has no effect on table play.

If you aren't concerned with this, you can remove small sections of felt from inside the pockets, cut into very small fibers and mix a 50-50 water-glue mix (Elmer's Glue All works for this). This can be smoothed into a small area for a temporary patch - it must be pressed by placing wax paper over it with a flat weight (a very heavy book as an example).
