Actually, any type of wizard can garden. I have a storm wizard that is rank 8 in gardening. Make sure your wizard is level 10, then Moolinda Wu should give you a tutorial tip saying to come to her. Once you come to her, she will tell you about gardening, then you will go to Farley in Golem Court, learn more about it, and then finally get your gardening spells.
