yes because if it has too much air it will either bounce high or explode and if it has not enough air it wont bounce very well

Yes, it does with out air pressure the Basketball will not bounce high as it's supposed to. It might also not bounce at all.

So the ball will not lie dead on the floor when you bounce when you pump air in it it will be lighter and bounce higher if you slam it hard enough
