Speed is extremely important in Touch Football, because unlike regular football, you only need to be touched with both hands of the opponent. Sheer speed is needed in avoiding to be touched by the opponent.
In regular football, you need to bring down the opponent, so speed isn't everything. In touch football, only two hands touching the opponent is enough, so speed is important in touch football.
Speed is not a necessity in football. Just look at Simon Black, many clubs looked past him in his draft because he was 'too slow' but now look at him! Brownlow, three premierships, Norm Smith Medal, All Australian etc. Although it is very handy.

There isn't exactly a speed at which allows you to play football. It also depends on the position of the player and on his style of play, forexample nowadays a player playing at the flank is preferred to be faster than players who play at midfield, where a vision on the pitch is needed. Central backs aren't also supposed to be fast as much as they should possess physical strength and good positioning.
