The Patriots did wear the 21 on their helmets in the 2007 season. They wore it for a single game. See the links below. They will take you to pics of players with the 21 on their helmet. The Patriots also wore the number 91 as a tribute to their fallen teammate Marquis Hill, who died saving someone else from drowning. So I guess the better question is why didn't the other 31 teams in the league wear an 91 sticker on their helmet?
