Countries close to the equator have naturally warmer climates. It must be below freezing to snow. Also, in very dry areas (deserts, for example), there is barely enough water or moisture in the air for it to be able to rain. The temperatures are usually too warm, and so what little moisture there is available, it will fall as rain and not snow.
