One reason could be because the ball has gotten wet from sweat, ground condensation, etc. Another reason could be because the ball has cut or gashes in it. The most common reason is to speed the game along, especially on past balls!

Because it's dirty and could have marks and blemishes that affect the movement of the ball when it is pitched.

He doesn't use a new ball every pitch. The life of a major league baseball is only about 3 pitches before it is fouled out of play or replaced due to a cut or abrasion.

If the baseball has Knicks Orr cuts from hitting the ground or the bat bat it could give an advantage to the pitcher as far what he can do with the ball. Like movement on the fastball
