Football socks are designed to protect the leg muscles, bones and knee joints of the player hence the the shin pads worn underneath to afford protection to the wearer. In recent times they have also become fetishistic to many and worn over the knee on the pitch as a fashion statement and by many people as a fashion accessory.

More flexibility and comfortable, dependent on position. You won't see anyone on defense besides the line that will wear knee pads anymore, so why have the knee slotted for a pad. So they have them hemmed above the knee! Speed means everything in the NFL

For more mobility! More range of motion less constriction on the knees means more speed.
