For one's own bishop or archbishop (and cardinals), the protocol is to kneel on one's left knee and kiss the extended ring. If that would be awkward or its impossible to kneel, or if it is not your own bishop, bow and kiss the ring. If the Holy Father is present, the ring kiss is reserved for him, alone.
They kiss the papal ring, not the hand. Anyone can kiss the ring if the pope presents his hand in such a manner that would allow it. All bishops and cardinals also wear a ring that may be kissed if the person allows it. Many have discontinued the practice, however, and would prefer a simple handshake instead.
It depends which cardinals. Football Cardinals are in Arizona and Baseball Cardinals are in Missouri.
