However in 1969, President Nixon "declared" a national champion following 1969 game between Texas and Arkansas. The game was played a week after then #1 Ohio St lost to Michigan. Penn State refused to play Texas in the Cotton Bowl, so the deceleration of President Nixon stood with the APwriters.
