1. Germany had what was thought to be a hyper efficient (and much dreaded) General Staff, that is, central military planning agency. In 1866 and 1870-71 the Prussian General Staff had won easy victories against two major European powers. The General Staff was, however, obsessively technocratic and lacked broader political perspectives. This problem was exacerbated by bottomless contempt for the legitimate civilian government. Certainly, under Kaiser Wilhelm II there was rivalry between the General Staff and the government. The Kaiser himself - silly man - encouraged the view that civilians were second-class citizens. 2. The General Staff was convinced that, thanks to the Schlieffen Plan, it could knock out France within the first six weeks of the war. In the event, every key assumption in the plan turned out to be a miscalculation. 3. With a handful of exceptions, the German intelligentsia was firmly convinced of German racial superiority, and it was believed that this would be reflected in victories on the battlefield. In fairness, it should be added that the British went to war in 1914 also convinced of their racial superiorty - and both had a most unwelcome surprise! Obviously, this is only a brief summary. It depends on which war. If you are asking about World War 1, I would say no. I think Austria-Hungary should get most of the blame. In World War 2, I would say Germany was to blame, but I will also add that other countries were headed for war anyway regardless of anything that Germany did.

Preventing world war 1 would have prevented world war 2. If Hitler was killed in ww1 well Fighting that would have left Germany out of the war. Japan Might have still done waht they did but I don't think that would make it a world war, just a war.

The Allies treated Germany very harshly with the treaty. After World War 1 Germany was in economical crisis. If the Allies would have helped Germany after the war maybe Adolf Hitler would never have a reason to start World War 2

the war would have happened, but it would have been way different (i believe) because japan was the one who started with it, not germany, so japan would have started a big war, but not as big as it was because of germany. and it would probably have ended before.
