He can end the game after 90 minutes plus stoppage time. He can end the game due to terrible weather conditions such as high winds, fog or heavy rain, which may lead to a pitch with is unsuitable for play. A match may be ended due to crowd trouble, or by serious injury or death to one of the players. In a 2008 European Championships qualifier between Denmark and Sweden the referee ended the match after a Danish fan ran on the pitch and attacked him. And it rarely or never happens but you must have 7 players on your team, so if you get 5 players on one team sent off, the match must be stopped. Ultimately, the referee decides when he will terminate the match, but may face serious consequences if he does so improperly.

Minutes are added to a soccer game time because there might be injuries or stoppings, or even throw-ins or kick-ins. There is a lot more to the game other than kicking and scoring inside the lines, often the ball goes out of bounds and you have to put it back in again.

Extra time refers to the time given in a match where a tie is not permitted and regulation time expires. FIFA allows for two 15 minute extra times after which, if the match is still tied, the winner is decided with kicks from the penalty mark.

The referee has the power to end the game at any time after it has started. There are rules and guidelines that determine how this is done.

Most often, the referee will end the game after the full time has elapsed, plus any additional time he allows to account for extended substitutions, injuries, time wasting, and other unnatural and extended delays.

The referee may abandon or terminate a match earlier if any of the following events occur:

  • A team cannot field at least 7 players due to send-offs, injuries, etc.
  • The field is no longer safe for play, or is damaged so that it is unsafe or does not comply with the Laws of the Game.
  • Weather or environmental conditions make it unsafe for play.
  • The field or stadium lighting becomes insufficient.
  • The ball (and all substitute balls) no longer comply with the Laws.
  • The players, team officials, and/or spectators become riotous such that continued play is impractical or unsafe.
  • Any other reason that the referee deems makes continued play impossible, impractical, unfair, or unsafe.

The clock never stops in soccer. Therefore when a goal is scored or a player is hurt the clock is still running so they add time so there is actually 90 minutes of playing time.
