The answer is simple - They aren't. They are the most successful club in English football and one of the biggest clubs in the world. And unlike teams like Liverpool and Arsenal, Manchester United have maintained their quality to this very day, only just missing out on their 20th league title last season, United were even with City on points losing the title to them on goal difference alone which is not a very fair or accurate way to determine the better team.
