Canadian (not just CFL) football was not 'invented.' It developed over many years, just like American football did. Countless numbers of people were involved in the development of both the Canadian and American games.
In Canadian football, a team has only three downs to make a first down. That's why Canadian football is a "wide open" game, unlike the more static game that's played in the US.
The first documented football game in North America was played at the University of Toronto on November 9, 1861. The game of football was introduced into the United States by a team from Montreal's McGill University when they played against Harvard on May 15, 1874. The game of football in the United States has its origins in that game. Two teams currently in the Canadian Football League, the Hamilton Tigers (1869) and the Toronto Argonauts (1873), were already in existence by that time. The Hamilton Tigers much later amalgamated with the Hamilton Wildcats to form the present-day Hamilton Tiger-Cats. By comparison, the oldest professional team in the US, the Arizona Cardinals, was not established until 1898.

Four downs would make it too easy to get a first down. As it is, Canadian Football is a much more wide open and high-offence game than its American cousin. The down rules in the two games were settled a long time ago and the other rules have been tweaked to make the game more balanced--to help the defence in the American game and to help the offence in the Canadian.

The Arena Football League was first started from an idea of an indoor football game. The first game was played in 1987. The first test game was played in Rockford Illinois.
In my opinion is that they won't and if they do it will only be released in Canada.
