It would take a special timed event to find out. Assuming, though, that people in general are faster now than in the past, we would have to stick with active players. Five of them are particularly renowned for their speed: Bryan Habana, South African (and 2007 Player of the Year); Joe Rokocoko and Sitiveni Sivivatu (both playing for New Zealand); the Welsh Shane Williams; Takudzwa Ngwenya of the USA. Amongst them, it probably is the Zimbabwe-born American who takes the spoils, although there is no "official" rating.
