A question like that can never be answered, as there are so many opinions. Even experts would not agree. People might answer based upon who is the top scorer, but there are many fine defenders and goalkeepers who are great players but obviously would never score much, so scoring cannot be used as a measurement. There are 15 positions on the field, and there are many great players for each of those positions. Each year a number of teams of the year are chosen on a position by position basis, taking players from different actual teams, and even those teams of the year will be different from other groups that select them. They would be chosen by experts from the media or by fellow players or other experts, but none would agree on every single position. There are also several Player of the year awards, and these would not always agree. So this question is impossible to answer.
