This depends on who you ask, but a majority of people say Ryan Leaf is. Leaf was in the same draft class as Peyton Manning and was viewed as the better, more NFL ready prospect. He was drafted #2 by the San Diego Chargers behind Peyton Manning, drafted by the Indianapolis Colts. Interestingly, San Diego's GM wanted Manning and was willing to trade up for him, but the Colts would not bite.
