The best offensive line coach in the NFL is Mike Munchak of the Tennessee Titans. He is a proven developer of young players. He has spent his entire career, both playing and coaching with the Oilers/Titans. He was inducted in the Pro Football Hall of Fame.

If you look carefully at the Titans draft history, they never invest high draft picks in their offensive line. They are able to draft mid to late round talent and allow Coach Munchak to develop them. He is without a doubt, the best offensive line coach in the NFL.

Added 8/4/11 - I'd have to give the nod to Dante Scarnecchia of New England. He's been with the organization for over 30 years since 1980. He's developed some great offensive linemen over the years out of undrafted and walk-on players. Steven Neal is a good example. He walked on having never played a snap of football in his life (he was an All American Wrestler) and was in intricate part of 3 Superbowl offensive lines.
