I think it depends on the county.

David would be more well known in counties that seem to play football, or what some call soccer more. I am from Australia, and we are quite into our football over here. So I did not know much about Victoria at all, other than the fact she is married to David, everyone here knows about David Beckham though. Hot football superstar.

I think Victoria is involved in the fashion world or something, and is quite big in the U.S.A. The U.S.A dont seem to take football/soccer as their main sport though and I don't think the game is as popular in the U.S.A. Which leads me to think that in that country Victoria would be more well known.

But in England, Australia and a lot of countries who really take football/soccer as a main game David Beckham is more well known.

It's hard to measure fame, as it is not a quantitative fact. Both men are incredibly famous, however, David Beckham is more widely known outside of the world of soccer/football than is Lionel Messi, due to the length of his career, his modeling, fashion campaign work, and marriage to Victoria Beckham neé Adams. Lionel Messi, to his credit, is much more widely discussed within the realm of soccer than Beckham ever was, as Messi is widely regarded as the best player in the world.

Beckham has donated a vast amount of his wealth to charities, while Jay-Z tends to be one to hoard wealth and brag about it. Though Jay-Z does support charities, he is not as active with his support or donating his wealth as Beckham is.

Beckham has set up his own charity, The Victoria and David Beckham Charitable Trust. He is also the UNICEF Ambassador and is one of UNICEF's most important figures in their Unite Against AIDS campaign.

Beckham is also one of the world's most famous footballers and, before he retired from British football, was the highest paid footballer in history. His skill was in constant demand. And still is.

Beckham has also met with the British Queen and the Royal Family on numerous occasions and received praise from them.

Beckham is a role model for millions of parents and youths across the globe. He is a symbol of British gentlemanship and teaches people to reach for their goals and help those in need.
Jay-Z is not a decent role model at all. For starters, he has been arrested multiple times, including on gun-related charges.

Anybody with common sense and a sense of logic would say that Beckham is the most famous of the two and is the one who is the most beneficial to humanity out of the two.
Anybody who has a bad taste in music or wants their kids to grow up in criminal gangs will choose Jay-Z.
