Most colleges allow "Walk On"(non-scholarship) players and have tryouts to fill those spots. I believe NCAA rules allow Div. I football programs to have up to 20 walk-ons. Division II schools(half scholarship), usually have a good number of walk-ons on their teams while Division III schools(no scholarships) are basically all walk-ons You must never have been paid to play at any level of pro football and be a student at the college, of course.
You can either get drafted or be a walk on.

It's the NFL, not college. There are no "walk-on policies". Some teams have open try-outs of which they rarely bring a player back for a look.
Most college teams have around 125 players on average; a mix of walk-ons and scholarship players. The NCAA limit on scholarships is 85. Keep in mind, when they practice during the week, you have 1st, 2nd and 3rd string players on both offense and defense. That's 66 players just to fill in the depth chart. You have the walk-ons who have dreams of playing - and many do. The walk-ons become a key player in preparing the starters for the coming game. They simulate the other teams tendencies.
