Previously, the NFL did not allow officials to work consecutive Superbowls, but due to changes in the way the league decided on who would work the Superbowls, Tom Sifferman was number 1 at his position in 2002, when the league gave it to the best at each position, and in 2003, he worked on the best overall crew, which the league changed the rule and had the best crew work the Superbowl in 2003, and in 2004 Sifferman was number 1 at his position and was selected to work with the number 1 crew because the official who worked his position did not have the required experience to work the Superbowl. Working in 3 consecutive Superbowls by an official had never been done before.
