The IRB has undergone a comprehensive review of its global Sevens structure, which helped formulate a draft Sevens Strategic Plan including proposed qualification structures for the 2016 and 2020 Olympic Games. This is currently with the IRB's Member Unions for further input and decisions on the qualifying process
The first qualifying stage is planned to be the 2014-15 IRB Sevens World Series using the top achieving teams to seed to the Olympics.

No i dont think so Rugby union was competed at the Olympics in 1900, 1908, 1920 and 1924. France won the gold medal in 1900, Australasia (combined team of Australia and New Zealand) won gold in 1908, and the United States won in 1920 and 1924.
