I'm no authority, and my search wasn't exhaustive, but I think the last time MSU was in the top ten was in 1999. Ranked #11 they played and beat the #3 Michigan Wolverines, giving them a 6-0 record. The next poll ranked them at #5. After this ranking they went on to lose back to back games against Purdue and #4 Wisconsin. However, they finished out the season with a 9-2 record and faced #10 Florida in the Citrus Bowl where the Spartans were ranked #9. After defeating Florida, their final season ranking was #7.

Not historically. Michigan is the winningest college football program of all-time. But don't let that fool you. Any school could have that title had they been playing football since the 1800's. As of right now, though, State has won the last 2 matches over Michigan and has attended bowl games, while Michigan sat at home.
