I think she started it in her very young age. I hardly see her with out the wearing a glove. Wearing glove indicates the superiority among others. Since she is the head of state in UK & other relalarms of UK she wears it all the time at public. But for an exception she didn't wear it when she met the late POPE in Vatican. This tells that she didn't want show her superiority to the Pope. Bcoz she might have wanted to pay more respect and honor to the POPE
1987 is my guess

I think girls should start wearing makeup whenever they feel like it (not feel pressured to wear it just because other girls their age are wearing it). But I think that a good age to start wearing makeup (apart from special occasions e.g. wedding, etc) is about 11. I started wearing makeup (just mascara and eyeliner) when I was about 11, and when I was 13 I started wearing proper makeup (foundation, lipstick, etc) :)
