Like in England, there were widespread accounts of clubs paying players and the French Rugby Federation (FFR) decided to make an example of a few players. One of these was a chap called Jean Galia - a stubborn man, to say the least - and his reaction to being banned by the FFR was to go to England and learn about this new game. He went back to France, cobbled together a side of like-minded individuals and built a side, pretty much from scratch, to take on the English. Clubs were set up, some switched en masse from union as the FFR's purge on paying players gathered momentum.
There was an interregnum in the 1940s when the wartime Vichy government banned rugby league and seized all it's assets, but that's a whole other story.
