Well i was at the fair last year and now a year later the fair was back again. I think they probably bring the fair back every year because ever since i was on cp i always saw the fair back!
Before the 08-09 season, this would be considered a catch. The rules have changed this year and unless the player gets both feet inbounds, it is not a catch. Good rule change IMO as the offense has too many rules in their favor already.

Fair Saturday every year is the Saturday after the second Friday in July.
1888 was the first year for the ground rule double. However back then it was for a batted fair ball that cleared the fence that was less than 210 feet from home plate. It was changed in 1892, the distance now being less than 235 feet from home plate. In 1926 it was changed again, this time the distance was less than 250 feet.
