If you're talking about most consecutive wins in the top flight at the start of the season, then the answer is Spurs (11 at the start of their double-winning year, 1960-61). But the way your question is worded, it's possible (though admittedly unlikely!) that you want to know the most consecutive league wins at the start of the season in ANY division by a club that is CURRENTLY in the top flight (eg if Man U won 20 games in a row at the start of the season when they were in Div 2 in the 70s, then that would be the answer. They didn't, by the way, but you know what I mean!)
