It's because of the large quantity of Cheese that is produced in Wisconsin. It originated as an insult by Illinois football and Baseball fans but Wisconsinites turned it around and embraced it. The power of the insult was taken away this way and you will see lots of foam cheeseheads at Green Bay Packers games now.
