I'm hesitant to answer this because there may be technicalities here, but there actually is no such thing as a "college scout" - that violates NCAA rules. The only people who can recruit for a college is a coach or other such person from the college. And with the exception of the elite few, most college coaches make less than $40K / year.
I say this because I know so many people who have wasted time and money with so-called college scouts. If someone says to you, "For $$$ I can get your daughter into a D1 school", RUN. That person is ripping you off.
