That could mean a couple of things. On a pass play, offensive lineman (center, guard, tackle) are not allowed to cross the line of scrimmage prior to a pass crossing the line of scrimmage. This infraction is called ineligible man down field. On a punt, the only players on the punting team allowed to cross the line of scrimmage prior to the punt are the two players positioned on the end of the line. Should any other player except for those two players cross the line of scrimmage prior to the punt, the infraction is called ineligible man down field.

After the ball is snapped (hiked), a running back will slip out of the backfield (he may throw a quick block to fake the rushers) to a spot still behind the line of scrimmage. 2-or 3 lineman will throw a quick block & then release their man (they are blocking) & slide out to an area still behind the line of scrimmage but in front of the running back. The quarterback drops back (all of this happens simultaneously) & tosses a short pass to the running back (who yells to the lineman that he now has the ball with some sort of signal, ie; "GO") who then follows the lineman down the field. The lineman must not go downfield until they hear the signal or they will be hit with a penalty for ineligible man down field.
The penalty is 15 yards if the referees think the face mask was grabbed intentionally and 5 yards if they think it was incidental.
In American football, offensive linemen can be a maximum of 1 yard downfield at the time the ball is thrown on a forward pass. Beyond this yard, they would be considered ineligible receivers and an illegal man downfield penalty would be called.
