You have to be 13+ yrs old to be a USSF Grade 8 Referee (standard and most common soccer ref). There's a possibility of being younger and officiating for a parks and rec program but I've never seen it.

This is decided by the league in which you want to referee.

In Britain, the minumum age to train to be a referee is 14. Only when you reach sixteen years of age can you officiate adult football. 14 and 15 year-olds can only ref youth matches.

It all depends on the association that you want to sign with. For example, the association that I had join is 14.
