Typically called "the key" this is the area underneath the goal starting at the baseline on either side on the basket and extending 15 feet from the basket to the free throw line (this area alone is called the paint). on the outside of these lines are several 1 foot long stripes and a single square on either side called the block.

Jack the front end up and support it w/jackstands. You can either use a torsion bar unloading tool or rent a ball joint press which is what I did, and place it around the crossmember to where the keyway or "porkchop" is located. Apply presure to the keyway by screwing the balljoint spacer as if you were tightening it. This will relieve the pressure off the keyway adjustment bolt so you can unscrew it and take out the keyway bolt keeper. Next unscrew the ball joint press and the keyway will fall lose. Then you can pull the torsion bar all the way through to remove it.
