Depending on the location of the stress fracture, the severity of the fracture and the amount of local circulation, I've seen them drag on for a couple or 3 months, in various stages of healing.

My daughter has a buckle fractue of her wrist. She had a plaster of Paris cast for one week and now has a splint on for 2 weeks, she can take the splint off for showers and when she isn't active. She can return to netball after a further week without the splint. 4Weeks in total.

Chronic means having a problem a certain length of time. So, a chronic fracture means that you may have had a fracture months before you realized it and treatment began. It can also mean that your fracture is not healing in the time that the doctor thought it would.
If you mean a decorticate flexion, this would indicate neurological damage. The original process could be the wrist fracture you speak of.
