The openside flanker has to mark the oppositions out half and scrumhalf (no 9 and 10) off a scrum. The blindside flanker joins at rucks and the breakdown and guards the blindside of the scrum. They both push in the scrum and as they are the fastest of the forwards they are usually the first people to charge into a ruck and gain or keep posession of the ball. By running lines out of the scrum I think you mean carrying the ball and running around and through opposition players, this is more usual for the number 8 out of a scum.
A flanker is a position in the forwards that binds on to the 2nd row in a scrum and when the oppent 8 trys picking the ball up from the scrum and trys to run it is 90% of the time the flankers job to makme sure he doesn't go any further main job though aot of others e.g rucking, malling, tackling, passing, ect
In rugby union and league a scrum is a means of restarting play after a minor infringement. It involves forward players from each team, known as the pack or forward pack, binding together in three rows and interlocking with the three opposing teams forwards. This forms a tunnel between the 2 sets of forwards (front rows) the ball in thrown in to the tunnel by the attacking scrumhalf. It is the job of both sets of forwards to push each other off the ball to gain control of the game. The ball is channeled through the scrum to the players making up the backrow where the scrumhalf retrieves it and passes it to their halfback for commence an attack. A further strategy is for the number 8 who is the last person in the rear row to pick up the ball one it arrives at their feet, leave the scrum and set up another phase by driving themselves forward absorbing opposing players as they do so. This allow that attacking team to have great opportunity for reaching the try line area and scoring
scrum methodology is a type of software engenering basically framework for project management. It was originally for managing these things and is still used commonly for these simple things. For more information check the web.

The ball is fed in to the "tunnel" by the scum half. It is the job of the loosehead prop (who is on the same side as the scrumhalf putting the ball in) will step forward on the attacking push . Their left foot is employed to stop the ball being pushed back out of the scum. The hooker (no 2) is employed to "hook" the ball with their feet (no hands are allowed in a scrum to touch the ball else is penalty is awarded against the offender) The ball having been hooked is in effect back heeled to the feet of the second row who then will move it with their feet to those of the number 8. This is the ideal scenario. However, it is not unusual for the feet of all the Front Row to be employed in retrieving the ball and for the flankers to channel back to the number 8. The back rows job is to protect the ball and the scrum half and allow the effective delivery to the half backs
