Penalty kicks are awarded for any foul that would warrant a direct free kick that occurs inside the penalty box. This is done because when the play is close to the goal and a foul is committed in order to break up the scoring opportunity, the player/team fouled deserves another chance to score.
There is no set stardard for 'scoring oppertunity" in hockey as the NHL does not keep track of it. I'd consider it to be a open shot from more than a few feet inside the circles, or any chance where the attacking player had a breakaway, large portion of the net open, or a good shot from in close.

A first down is made when a team travels ten positive yards from the spot on the field where they begin in four downs or less, whether it be by successful plays or a penalty administered to the opposing team. The advantage given is a new set of four downs and an increased chance of scoring points by moving towards the end zone, as well as keeping the opposing offense off the field which lessens their chance of scoring against you thereby increasing the team achieving the first downs chance of winning.
I actually don't know, but I will correct what appears to be a slight misunderstanding of the rule. A red card isn't shown for any deliberate handling in the penalty area; it's for denying a goal or obvious goal-scoring opportunity by committing a foul. This doesn't necessarily have to be in the penalty area, and it's possible to have it happen in the penalty area without being an obvious scoring opportunity (if, for example, several more defenders are nearby).
